Agenda — 7 items

1. Move to exercise the attached second and final option of the Leasing and Sale Listing Agreement between Core Realty Partners, LLC and the County of Muskegon; authorize the Chair to sign the attached Second Extension of Leasing and Sale Listing Agreement effective January 1, 2027, until December 31, 2027; and authorize staff to procure real estate services via a request for qualifications.
2. Move to approve the attached amendment to the Leasing and Sale Listing Agreement between Core Realty Partners LLC and the County of Muskegon to include 1611 Oak Street for $600,000; authorize the Chair to sign the amendment and all appropriate and necessary documents to complete this sale transaction if the asking price of $600,000 is offered.
3. Move to approve the lease between the County of Muskegon, HealthWest, and 1161 West Southern, LLC, for space at 1161 West Southern Avenue, Muskegon, MI, 49441 effective November 1, 2026, through October 31, 2036, and authorize the Executive Director of HealthWest to sign the lease Agreement. Further, move to approve the termination of the existing two leases between County of Muskegon, HealthWest, and 1161 West Southern, LLC, effective October 31, 2026, and authorize the Executive Director of HealthWest to sign the termination, contingent on the new lease being fully executed.
4. Move to approve the Minutes of July 16, 2026

Move to adopt a resolution and millage language to ask voters for a new additional millage of 0.50 mill, subject to applicable Headlee rollbacks, for a period of ten (10) years, beginning with the December 2026 levy, to be placed on the November 3, 2026 General Election ballot, for the purpose of improving, operating, maintaining, repairing, acquiring, developing, and preserving parks, recreational facilities, trails, greenways, natural areas, public access sites, and related recreational amenities in Muskegon County, with up to 30% of the funds to be available by the County to local units of government within the County to use for the same purposes.
6. Move to waive the procurement policy and approve the DLZ Michigan proposal for architecture/engineering services related to Hall of Justice roof replacement at a cost not to exceed $77,304 and to amend the FY2026 Facilities Management budget as necessary.
7. Motion to adjourn to closed session pursuant to MCL 15.268(1)(h) to consider a confidential written legal opinion with the County’s attorney, the disclosure of which is exempt pursuant to state or federal law.
