Agenda — 8 items

1. Move to waive the procurement policy and authorize a total project expenditure of $790,573 for the Muskegon County 2026 Hall of Justice Roof Renovation Project, including award of the construction contract to Weather Shield Roofing Systems, Inc. in the amount of $471,817.05, inclusive of a 10% Owner's contingency allowance, and issuance of a purchase order to Garland/DBS, Inc. through the OMNIA Partners cooperative purchasing program in the amount of $318,755.95; amend the FY2027 budget as necessary to accommodate the project costs; and authorize the Board Chair to sign the Agreements.
2. Moved to enter into closed session pursuant to MCL 15.268(C) for strategic and negotiation sessions connected with the negotiations of a collective bargaining agreement.
3. Move to approve changes for non-bargaining employees consistent with the General Employees Unit tentative agreement regarding Inclement Weather, Shift Differential, Personal Day, COLA & Longevity, Medical Coverage, Dental Coverage, Vision Coverage, Workers Compensation, Attendance Bonus (with a 1-year trial period), County Logo Clothing, Parental Leave, Special Pay Plan & Wages effective October 1, 2026, and update the Personnel Rules accordingly.
4. Move to accept the low bid of $164,880.00 from Asphalt Paving, Inc. for RFP 26-2645, Marquette Campus Pavement Replacement, for the purpose of repaving Campus Loop A Wing drive, Quarterline South Drive, and Lot F parking area at Marquette Campus and authorize the Board Chair to sign the agreement.
5. Move to adopt the FY2027 County of Muskegon Appropriation Ordinance including the Budget Amendments, position changes, and FY2027 Capital Projects, which collectively represent the implementation of the County of Muskegon’s FY2027 Operating Budget.
6. Move to approve the Open and Closed Meeting Minutes of September 17, 2024.
7. Move to authorize Muskegon County to continue membership with the Michigan Transit Pool for Muskegon Area Transit System (MATS) General Liability and Auto Liability Insurance coverage for the policy period 12/1/2026 through 11/30/2027 with an annual contribution of $55,463 paid in quarterly installments.
8. Move to approve the attached three-year lease extension with Cherry Street Services effective October 1, 2026, and authorize the Chair to sign the extension.
