Water Street Placemaking Project - SmithGroup scope approval <strong>(Action: Motion to approve Amendment No. 04 to the existing Downtown Placemaking contract with SmithGroup for Phase 1 conceptual design services for the Water Street Placemaking Project in an amount not to exceed $33,083, increasing the total authorized contract amount to $339,273, and to authorize execution of the amendment)</strong>
2. Approval of the minutes from the meeting of the Downtown Economic Growth Authority Board on August 17, 2026. (Action: Motion to approve)
3. <strong>Purpose:</strong><br data-pasted="true"><br>The purpose of this Downtown Development Authority is to halt property value deterioration and promote economic growth within its business district, to increase property value.<br><br><em>The purpose of this Downtown Economic Growth Authority is to correct and prevent deterioration in residential, commercial, and industrial areas, to authorize the acquisition and disposal of interests in real and personal property; to authorize the creation and implementation of development plans and development areas.</em><br><br>The Kalamazoo DDA and DEGA, acting in concert, have set forth the strategic objective of focusing its resources on improving “The First 16 Feet”, a three-dimensional volume of space including buildings ground floor façade, the frontage that exists between the façade and the common space, and the common space that provides access to and through the district.
4. Social District Expansion <strong>(Action: Motion to recommend that the Kalamazoo City Commission approve the proposed expansion of the Downtown Kalamazoo Social District and associated Commons Areas, with the western boundary terminating at Westnedge Avenue, and authorize staff to transmit the recommendation and supporting documentation to the City)</strong>
5. Budget Amendment <strong>(Action: Motion to approve an amendment to the 2026 DEGA budget recognizing an additional $40,000 in grant revenue from the Peregrine Huff Foundation and appropriating $33,083 in expenditures for Phase 1 design services for the Water Street Placemaking Project)</strong>
