Submitting report and Proposed Ordinance to amend Chapter 2 of the 1984 Detroit City Code, Administration, Article VI, Ethics, by amending Section 2-6-71, Prohibition on gifts and gratuities; exceptions, to prohibit the solicitation of anything of value including cash or instruments convertible into cash and the renditions of services or forbearance of a debt and to expand the exceptions to the prohibition to include promotional items, scholarships or grants, tickets to bona fide charitable events, meals or refreshments when attending bona fide educational or professional programs, and as to elected officials, appointees, or employees holding a title on the administrator or administrative roster only, meals or refreshments valued at $100.00 or less for each occasion so long as the total cost of meals and refreshments received from any one person, organization, or entity does not exceed $500.00 per year; Section 2-6-72, One year post-employment prohibition, to add language providing that personal services contracts as defined in Section 2-105 of the 2012 Detroit City Charter are excluded from the one-year post-employment prohibition and adding Section 2-6-36, Disclosure of receipt of meals and refreshments, requiring the disclosure of meals or refreshments exceeding $50.00 in cost received by elected officials, appointees, or employees holding a title on the administrator or administrative roster, from certain persons, organizations, and entities.
