Submitting report relative to Special Assessment Districts, Foreclosure Remedy and Preemption. (In February and March 2015, the Legislative Policy Division previously submitted two (2) alternative draft resolutions (attached) requesting that foreclosure be exempted from available remedies for failure to pay a special assessment. After the Law Department’s February 2015 opinion regarding preemption of such a local legislative provision, Legislative Policy Division drafted (but at Council Members’ request never provided a rebuttal memorandum.)
