(The Legislative Policy Division (LPD) was asked to address the impact of the launch of the Great Lakes Water Authority (GLWA) on the City. As the Legislative Policy Division previously stated at the outset of the GLWA process in September 2014, the operational beginning of the GLWA in January 2016 as regional substitute for the Detroit Water and Sewerage Department (DWSD) system, in control of the region’s water and sewer infrastructure, raises many complex issues.)
