As the Legislative Policy Division previously stated at the outset of the GLWA process in September 2014, the operational beginning of the GLWA in January 2016 as regional substitute for the Detroit Water and Sewerage Department (DWSD) system, in control of the region’s water and sewer infrastructure, raises many complex issues.)
