Submitting report relative to Mandatory Recycling. (Council Member Benson requested that the Legislative Policy Division - as well as the Law Department and Department of Public Works (DPW) - report regarding whether a mandatory recycling program could be adopted, either administratively or by ordinance. The Legislative Policy Division believes that if the City of Detroit were to require mandatory recycling by residents, businesses or both, it would presumably do so by ordinance.)
