- 16 Authorize the County Manager to sign the General Assistance Services agreement between Cumberland County and the Towns of Raymond, Naples and New Gloucester from July 1, 2026 to June 30, 2029.

- 17 Authorize the County Manager to sign the Amended Regional Assessing contract between Cumberland County and the Town of Baldwin.
- 18 Acceptance of the FY 2025 Edward Byrne Memorial Justice Administration Grant.
- 19 Accept the University of Minnesota’s contract amendment of $20,000 to the Phase 2 of the Mobility, Access, and Transportation Insecurity (MATI) grant.
- 20 Adopt “#23: Artificial Intelligence Policy” as part of the Cumberland County Administrative Regulations and Policies.
- 21 Adopt the “Proposed 2026 Appendix B, Domestic Violence, Stalking, and Sexual Misconduct Policy” to replace the existing domestic violence policy in Appendix B of the Cumberland County Personnel Policy. Repeal “Appendix D3- Response to workplace-related incidents of sexual misconduct, domestic violence and dating violence” in the Cumberland County Administrative Regulations and Policies.
- 22 Adopt the proposed “2026 Amendments to the Regional Fire & EMS Advisory Committee Bylaws.”
- 23 Reappointment of the Trustee Frank Clark to the Cross Insurance Arena Board of Trustees to represent District One for a three year term.

- 25 Proclaim October as Domestic Violence Action Month
- 26 Authorization for the County Manager to accept the FY25 award from the Homeland Security Grant Program (HSGP) on behalf of Cumberland County.
- 27 Authorization for the County Manager to Award a Bid for Jail Epoxy Floor and enter into a contract between Cumberland County and Portsmouth Quality Flooring for the installation of Epoxy Flooring for the amount of $60,576.25.
- 28 Authorization of the purchase of Cellebrite Digital Intelligence software, hardware, and associated training for a total cost of $432,298.68 using grant funds over a five year term, and authorize the County to enter into the associated Quote and incorporated license terms with Cellebrite.
- 29 Amend the “County of Cumberland Remote Participation Policy,” adopted pursuant to Title 1 M.R.S.A. § 403-B, by adopting the proposed “2026 County of Cumberland Remote Meetings Policy.”
- 30 Authorize the Treasurer to move $77,260.00 from the Cross Insurance Arena FY26 Operations account to the Cross Arena Capital Reserve account.
- 31 Adoption of Successor Collective Bargaining Agreement with the Cumberland County Regional Communications Association from 2026 to 2028.
- 32 Appointment of the following elected officials to the County’s 2026/27 Finance Committee for a three-year term from the following Districts; District 1, Scarborough Town Councilor Michelle Hayes, District 2, Casco Selectboard member Robert MacDonald, and District 4, City of South Portland Mayor Elyse Tipton.
- 33 Authorization for the County Manager to submit the County’s 2025/26 Consolidated Annual Performance Evaluation Report (CAPER) to the Department of Housing and Urban Development.
