AN ACT CONCERNING REFUSE COLLECTION - CONTAINERS [LOCKS] for the purpose of [providing that every approved commercially available type of container, including dumpsters, shall have a lock to secure the trash and control any overflow before it is properly dumped, pursuant to the terms of this Subdivision;] providing for the storage of refuse, complaints, and fines; and generally regarding refuse.
