On August 3, 2026, the City Council of the City of New Carrollton convened a closed session pursuant to §§ 3-305(b)(1) and 3-305(b)(7) of the Maryland Open Meetings Act.The closed session was authorized by a motion made by Councilmember Lincoln Lashley and seconded by Councilmember Briana Urbina. The motion passed by a vote of 4-0.During the closed session, the Council consulted with legal counsel regarding confidential personnel and legal matters related to the potential extension of collective bargaining rights to certain Department of Public Works employees. The discussion included the process for amending the City Code, determining bargaining-unit eligibility, union recognition and elections, collective bargaining procedures, financial and operational considerations, and the administration of any future collective bargaining agreement.Present during the closed session were Council Chair Duane Rosenberg, Council Vice Chair Cynthia D. B. Mills, Councilmember Lincoln Lashley, Councilmember Briana Urbina, Councilmember Agnelli Sybel Malavé, Mayor Phelecia E. Nembhard, City Manager Maisha Williams, Legal Counsel Steve Silvestri, and Alexander Dorsey Turk. Council Vice Chair Mills joined after the initial roll call.The Council did not take formal action during the closed session. The closed session ended at 8:42 p.m. by a motion that passed 5-0, after which the Council returned to open session.
