  2. Order 28,156 - authorizing the execution of Change Order No. 1 with Carl Belt, Inc. for the Messick Road Sewer Extension (City Project 2025-06-SANS) to include the jack and bore for installation of casing under Messick Road for a future water line in the increased cost of $20,203.57, bringing the new contract value not to exceed $219,743.57
  3. Order 28,157 - authorizing the execution of Change Order No. 2 with Carl Belt, Inc. for the Messick Road Sewer Extension (City Project 2025-06-SANS) to include tie-in to an existing concrete vault that was not originally in the drawings for the scope of the project in the increased cost of $2,051.58, bringing the new contract value not to exceed $221,795.15
  4. Order 28,145 - approving the sole source proposal from Cleveland Brothers CAT for the purchase of a new Caterpillar 315 Excavator in the not to exceed amount of $223,598, with special pricing through Sourcewell Contract 001723CAT, which is in accordance with City Code Section 2-171(c) pertaining to purchasing cooperatives and state and local government contracts (piggyback contracts)
  5. Order 28,155 - approving the sole source purchase of road salt from Cargill Incorporated for an amount not to exceed $200,000 for the term June 16, 2026 through August 31, 2027, with pricing obtained through the State bid process
  6. Order 28,153 - accepting the sole source proposal from Ovivo USA, LLC for the purchase of a new Sludge Thickener Drive (C40HT Drive Unit) for the Water Reclamation Facility in the not to exceed amount of $87,745
  7. Order 28,146 - accepting the bid from Maryland Fire Equipment Corporation for the purchase of Turnout Gear and Accessories for Cumberland Fire Department members in the amount not to exceed $83,800
  8. Order 28,154 - approving the sole source proposal from NEOGOV for the purchase of the PowerDMS software platform for the Cumberland Police Department for a three year term in the not to exceed amount of $44,261.65 payable in three increments over FY27, FY28 and FY29
  9. Order 28,148 - rescinding Order No. 28,034, originally approved on June 2, 2026 due to an unforeseen condition discovered during installation and accepting the revised proposal from Don Parker Sales for the purchase of three new Garage Lifts in the not to exceed amount of $60,249, with pricing through COSTARS Cooperative in accordance with City Code Section 2-171(c), pertaining to purchasing cooperatives and state and local government contracts (piggyback contracts)
  10. Order 28,150 - approving appointments to the Shade Tree Commission and the Cumberland Housing Authority Board
  11. Order 28,151 - declaring real property to be surplus and available for sale
  12. Order 28,149 - declaring vehicles and equipment to be surplus property and authorizing them for sale, trade in, recycle or scrap
  13. Order 28,152 - approving the execution of Outdoor Dining Leases with Azad's, Cafe Mark, Lily Books, Mad Hatter Boba Emporium, and Mezzo's for the term November 1, 2026 through October 31, 2027
  14. Order 28,147 - authorizing the execution of a Memorandum of Understanding with the Allegany County Board of Education establishing a School Resource Officer Program as a cooperative effort of the parties to foster an efficient and cohesive program that builds positive relationships between law enforcement officers and youth, effective for the term of July 1, 2026 through June 30, 2027, with the MOU automatically renewing for successive one year terms beginning each July 1 unless either party provides the other with at least 90 days’ prior written notice of cancellation

Resolution No. R2026-10 (<em>1 Reading Only</em>) - declaring the intent to reimburse expenditures paid with respect to a project generally identified as vehicles, heavy machinery, equipment for vehicles and machinery, control valve upgrades/improvements and sewer lining from proceeds of "Reimbursement Bonds" in accordance with U.S. Treasury Regulation Section 1.150-2
