- Mountain of Fire and Miracles Preliminary Plan of Subdivision (PPS #4-23047)The Preliminary Plan of subdivision (PPS) for the church redevelopment on Church Road, across from the Westview community, has been filed, and staff has had an opportunity to review the agency referrals (attached). All the comments received are routine in nature and there are no major issues with this Preliminary Plan. Although City Council reviewed the Water and Sewer Plan amendment and voted to support the change from Category W-5/S-4 to Category W-4/S-4, staff believes it would not be prudent for the City to schedule a public hearing on the PPS. The County is requiring full dedication for future road widening, shared lane markings and construction of a sidewalk along the entire property frontage. The traffic impact analysis revealed no capacity issues, as the peak traffic day for the church is on Sunday. The site entrance will be widened slightly and upgraded with the new construction. Because there are no technical issues with the proposed PPS and the proposed improvements to Church Road will respond to City Council’s concern about traffic safety, staff intends to monitor its progress through the July 25th County Planning Board hearing and will report the result to City Council.
