- BOND ORDERED: That the City hereby appropriates the amount of Four Hundred Forty-Seven Million, Three Hundred Eighty-Five Thousand, Five Hundred Eighteen Dollars ($447,385,518) for the purpose of paying costs of constructing a new High School located at 77 Willson Street in Salem, Massachusetts, including the payment of all costs related to designing the project, demolishing the existing building, equipping and furnishing the school, and site improvements, including the payment of all costs incidental or related thereto (the ''Project"), which school facility shall have an anticipated useful life as an educational facility for the instruction of school children for at least 50 years, and for which the City may be eligible for a grant from the Massachusetts School Building Authority ("MSBA"), said amount to be expended under the direction of the School Building Committee. To meet this appropriation the Treasurer, with the approval of the Mayor, is authorized to borrow said amount under M.G.L. Chapter 44 or Chapter 70B, or pursuant to any other enabling authority, and to issue bonds or notes of the City therefor. The City acknowledges that the MSBA's grant program is a non-entitlement, discretionary program based on need, as determined by the MSBA, and any project costs the City incurs in excess of any grant approved by and received from the MSBA shall be the sole responsibility of the City; provided further that any grant that the City may receive from the MSBA for the Project shall not exceed the lesser of (1) seventy-three and 89/100 percent (73.89%) of eligible, approved project costs, as determined by the MSBA, or (2) the total maximum grant amount determined by the MSBA; and that the amount of borrowing authorized pursuant to this vote shall be reduced by any grant amount set forth in the Project Funding Agreement that may be executed between the City and the MSBA.BE IT FURTHER ORDERED: The Mayor and the Treasurer are each authorized to file an application to qualify, under M.G.L. Chapter 44A, any and all bonds of the City issued under and pursuant hereto, and to provide such information and execute such documents as may be required in connection therewith.

- ORDERED: That the meetings of the qualified voters of the City of Salem be held in all precincts in the City of Salem at the polling places designated hereinafter on Tuesday, May 5, 2026 for the purpose of casting votes in a special municipal election to assess taxes in excess of the amount allowed pursuant to G.L. c.59, §21C for the payment of principal and interest on bonds or notes issued by the City to pay costs of constructing a new High School by voting on the following question:<br id="isPasted"> <br>“Shall the City of Salem be allowed to exempt from the provisions of proposition two and one-half, so-called, the amounts required to pay for the bonds or notes issued in order to pay costs of constructing a new High School located at 77 Willson Street in Salem, Massachusetts, including the payment of all costs related to designing the project, demolishing the existing building, equipping and furnishing the school, site improvements, and all other costs incidental and related thereto? Yes _____ No _____ A YES vote would allow property taxes to be increased outside the Proposition 2½ levy limit to pay the debt service (principal & interest) for bonds or notes issued to build the new school.
