- ORDERED: The City Council hereby authorizes the Mayor to enter into a $250,000 grant agreement between the City and ICLEI – Local Governments for Sustainability, USA, Inc. The grant funds shall be used for market building activities to develop a public private partnership plan that accelerates financing for qualified projects that reduce greenhouse gas emissions and air pollution, deliver benefits to low income and disadvantage communities and mobilize private capital for financing qualified projects. There are no matching funds required by the city.Be it further Ordered that City Council authorizes any actions taken by the Mayor and staff to effectuate the grant program to date.

- <strong id="isPasted">BOND ORDER</strong><strong>:</strong> That the sum of Three Hundred Twenty-Five Thousand Dollars ($325,000) is hereby appropriated to pay costs of reconstructing and making extraordinary repairs to Salem Fire Department’s Station 2, including the payment of all costs incidental and related thereto; that to meet this appropriation, the Treasurer, with the approval of the Mayor, is authorized to borrow said amount under and pursuant to Chapter 44, Section 7(1) of the General Laws, or pursuant to any other enabling authority, and to issue bonds or notes of the City therefor.BE IT FURTHER ORDERED, that the Mayor and the Treasurer are each authorized to file an application to qualify under Chapter 44A of the General Laws any and all bonds of the City issued under and pursuant hereto, and to provide such information and execute such documents as may be required in connection therewith.
- <h1 id="isPasted"><u><strong><span style="font-size: 14px;">HOME RULE PETITION </span></strong><strong id="isPasted"><span style="font-size: 14px;">RE: AN ACT REGARDING THE DISABILITY PENSION FOR KATHLEEN ROCHEVILLE</span></strong></u></h1><br><strong>BE IT ORDERED: </strong>That a petition of the General Court, accompanied by a bill for a special law relating to the City of Salem to be filed with an attested copy of this order be, and hereby is, approved under Clause 1 of Section 8 of Article II, as amended, of the Articles of Amendment to the Constitution of the Commonwealth of Massachusetts, to the end that legislation be adopted precisely as follows, except for clerical or editorial changes of form only.PETITION FOR A SPECIAL LAW RE: AN ACT REGARDING THE DISABILITY PENSION FOR KATHLEEN ROCHEVILLE</strong><br><br><strong>WHEREAS: Kahleen Rocheville </strong>sustained serious injuries while in the performance of her duties, and as a result is incapacitated from further service as a police officer, the Salem City Council hereby<br><br><strong>PETITIONS, </strong>That the following bill for a special law be enacted, for Kathleen Rocheville<br><br><strong>SECTION 1, </strong>Not withstanding the provision of any general or special law or rule or regulation to the contrary, and in order to promote the public good, the Salem Retirement Board is hereby authorized and directed to increase the accidental disability retirement allowance payable to Kathleen Rocheville under the Acts of 2024 Chapter 149, a retired officer of the City of Salem who, as a result of injuries sustained in the performance of her duties on November 2, 2015, is totally and permanently disabled from further service as a police officer.SECTION 2, The total amount of pension payable to Kathleen Rocheville shall be equal to the regular rate of compensation which would have been paid had she continued in service as a police officer of the City of Salem at the grade held by her at her retirement. The additional benefits granted under the Acts of 2024 Chapter 149 shall be funded and administered by the Salem Retirement Board, consistent with and subject to Chapter 32 of the General Laws, except section 91A of said Chapter 32 shall not apply as so long as any income derived by Kathleen Rocheville hereafter is not earned performing a sworn law enforcement function. All amounts paid under this act shall be nontaxable.Such increase in retirement shall become effective commencing on the date for which this SPECIAL LAW IS ENACTED.SECTION 3: This act shall take effect upon passage
