- 1 A regular meeting of the City Council of the City of Boston was held in the Christopher A. Iannella Chamber, City Hall on Wednesday, October 1, 2025 at 12:03 PM. President Louijeune in the Chair. Present Councilors Breadon, Coletta Zapata, Durkan, FitzGerald, Flynn, Mejia, Murphy, Pepén, Santana, Weber, and Worrell. City Clerk Alex Geourntas delivered the invocation, and the meeting was opened with the pledge of allegiance. The Chair moved to adopt the minutes from the September 24, 2025 City Council Meeting. Motion prevailed.

- 3 APPROVAL OF THE SEPTEMBER 24, 2025 CITY COUNCIL MEETING MINUTES
- 4 COMMUNICATIONS FROM HER HONOR, THE MAYOR:
- 5 Message and order for your approval an order to reduce the FY26 appropriation for the Reserve for Collective Bargaining by Three Hundred Forty-Seven Thousand One Hundred Seventy-Eight Dollars ($347,178.00) to provide funding for the Boston Public Health Commission for the FY26 increases contained within the collective bargaining agreement between the Boston Public Health Commission and the SEIU, Local 1199. Filed in the Office of the City Clerk on September 29, 2025. Referred to the Committee on Ways and Means. Later in session, Councilor Worrell moved for reconsideration of Docket #1738. Seconded by Councilor Flynn. Reconsideration prevailed. On motion of Councilor Worrell, the rules were suspended; the order was passed; yeas 11 (Breadon, Coletta Zapata, Durkan, FitzGerald, Flynn, Louijeune, Murphy, Pepén, Santana, Weber, Worrell); not present 1 (Mejia).
- 6 Message and order for a supplemental appropriation order for the Public Health Commission for FY26 in the amount of Three Hundred Forty-Seven Thousand One Hundred Seventy-Eight Dollars ($347,178.00) to cover the FY26 cost items contained within the collective bargaining agreements between the Public Health Commission and SEIU, Local 1199. The term of the contracts span October 1, 2020 through September 30, 2027. The major provisions of the contracts include base wage increases of 2% to be given in October of each year of the contract term, excluding FY22 where there is an increase of 1.5%. The agreement also includes adjustments to steps and other changes to pay structure. Referred to the Committee on Ways and Means. Later in session, Councilor Worrell moved for reconsideration of Docket #1739. Seconded by Councilor Flynn. Reconsideration prevailed. On motion of Councilor Worrell, the rules were suspended; the order was passed; yeas 11 (Breadon, Coletta Zapata, Durkan, FitzGerald, Flynn, Louijeune, Murphy, Pepén, Santana, Weber, Worrell); not present 1 (Mejia).
- 7 Message and order for the confirmation of the reappointment of Phillomin Laptiste, as a member of the Boston Public Health Commission’s Board of Health for a term expiring on January 15, 2028.

- 12 Notice was received from Governor Healey of the appointment of Matthew J. O'Malley as a Member of the Boston Redevelopment Authority expiring September 9, 2030.
- 13 Notice was received from the City Clerk in accordance with Chapter 6 of the Ordinances of 1979 re: action taken by the Mayor on papers acted upon by the City Council at its meeting of September 17, 2025.
- 14 Communication was received from the Boston Air Pollution Control Commission regarding the Building Emissions Reduction and Disclosure Ordinance Regulations and the Statements of Fiscal Effect and Small Business Impact report.

- 24 Ordinance amending the City of Boston Code Chapter X Section 10, University Accountability. On motion of Councilors Durkan and Breadon, Rule 12 was invoked to include Councilor Santana as an original co-sponsor. On motion of Councilors Durkan, Breadon, and Santana, the rules were suspended; the ordinance was passed.
- 25 Order for a hearing to discuss city services in regard to composting and the need for increased composting services. On motion of Councilors Durkan and Pepén, Rule 12 was invoked to include Councilor Louijeune as an original co-sponsor. Referred to the Committee on City Services and Innovation Technology.
- 26 Resolution celebrating the 102nd anniversary of the declaration of the Republic of Türki̇ye and the 30th Annual Boston Turkish Arts & Culture Festival. Councilor Worrell in the chair. On motion of Councilor Louijeune, the rules were suspended; the resolution was adopted.

- 32 Councilor Pepén called Docket #1664, message and order authorizing the City of Boston to accept and expend the amount of Ten Thousand Dollars ($10,000.00) in the form of a grant, the AI Research Grant, awarded by Schmidt Sciences, a philanthropic organization run by the Schmidt Family, to be administered by the Department of Innovation & Technology. The grant will fund a project that will deliver the first randomized evidence on how Generative AI tools affect day-to-day work in a large U.S. city government, from the Committee on City Services and Innovation Technology. No objection being heard, the matter was properly before the body. On motion of Councilor Pepén, the order was passed.
