On motion of Councilor Durkan, the rules were suspended; the resolution was adopted; yeas 11, not present 1 (Coletta Zapata). Later in session, Councilor Coletta Zapata moved to reconsider the vote. Motion prevailed. The resolution was adopted; yeas 12.
