On motion of Councilors Worrell and Coletta Zapata, Rule 12 was invoked to include Councilor Louijeune as an original co-sponsor. On motion of Councilors Worrell, Coletta Zapata and Louijeune, the rules were suspended; the Ordinance was passed.
