Councilor Worrell moved to substitute language. Motion prevailed. On motion of Councilor Worrell, Rule 12 was invoked to include Councilors Louijeune and Mejia as original co-sponsors. On motion of Councilors Worrell, Louijeune and Mejia, the rules were suspended; the resolution was adopted.
