4. Consider approval of <strong><u>Contract C2026320</u></strong>, Amendment #1 to Contract C284-2023 between the Boys and Girls Club Topeka and Shawnee County Parks + Recreation, for a three-year extension of the Abbott Community Center management agreement. — Parks + Recreation
5. Consider approval of <strong><u>Contract C2026319</u></strong> with DL Smith Electrical Construction, an advertising/sponsorship agreement, to sponsor the Smoke on the Water barbeque event at Lake Shawnee October 9-10, 2026. — Parks + Recreation
6. Consider approval of <strong><u>Contract C2026321</u></strong>, a Memorandum of Understanding with the United Way of Kaw Valley, to serve as fiscal agent for the Early Childhood Block Grant (ECBG) with an award of $255,384.95 for the Health Department. The ECBG period runs for twelve months from July 1, 2026, through June 30, 2027.
7. Consider approval of <strong><u>Resolution R2026078</u></strong> authorizing the approval of changes to the County's Change Drawer funds by establishing a $250.00 change drawer for the Solid Waste Department. — Audit Finance
8. Public Hearing and consider approval of <strong><u>Resolution R2026080, </u></strong>a major amendment to an existing Conditional Use Permit (SP80/7E) to remove Condition No. 2 from Resolution No. 80-123 on property zoned "RR-1" (Residential Reserve District) and located at 4144 SE 45th Street in Tecumseh Township.
