Approve the grant application and related Agreement with the City of Wichita and authorize the Chairman or his designee to submit the application through the Justice Department Grants Management System (GMS) and accept a grant award agreement containing substantially the same terms and conditions as the application. Approve the establishment of budget authority at the time the grant documents are executed.
