CONSIDERATION OF GRANT IN THE AMOUNT OF $45,000.00 FOR SEDGWICK COUNTY DEVELOPMENTAL DISABILITY ORGANIZATION S.A.F.E TRAINING. Presented by: Dee Staudt, Director, Sedgwick County Developmental Disability Organization. RECOMMENDED ACTION: Approve the amendment increasing the amount of funding for the S.A.F.E. grant, authorize the County Manager to sign, and establish budget authority as provided in the Financial Considerations section of this request. ..Body Grant Renewal: No Never Applied: No Applied; not awarded: No Grant Summary and Timeline: People with disabilities are at far greater risk for abuse than people without disabilities and most abuse is unreported. The Sedgwick County Developmental Disability Organization (SCDDO) would like to address this issue by providing individuals with Developmental Disabilities the tools they need to reduce the risk of abuse.The goal of this project is to empower individuals with knowledge so that they are able to recognize potential abuse, neglect and exploitation and are aware of their rights to protect and how to assert these rights if necessary. This will be accomplished through the implementation of a training model call Stop Abuse for Everybody (S.A.F.E). The central idea of the S.A.F.E. curriculum is empowerment/power of knowledge. The goal of the amendment to the original grant award is to provide funding for a statewide implementation of SAFE. For statewide implementation the SCDDO proposes to collaborate with the Kansas Council on Developmental Disabilities to develop information and promotional materials on SAFE. SCDDO will distribute the materials to the other 26 Community Developmental Disability Organizations in Kansas and host an introductory webinar on the SAFE curriculum and give the opportunity for CDDO's to implement the training locally. Participating CDDO's will be provided the funding to implement the SAFE training locally. The CDDO's will be required to submit expenditure and program reports. The expenditure report must reflect actual expenditures and the matching cost allocated to the program as outlined in the initial negotiations. The participating CDDO's will provide in-kind matching funds through salaries and benefits from staff allocated time to train, contract development, and negotiation of individual CDDO grant and match amount. CDDO's will also provide in-kind match through software maintenance, and fee for service contracts. Individual grant amounts will be negotiated and a 25% match amount will be required from each participating CDDO. Budget Authority Adjustment: A new internal order will be established to manage these funds. Additional budget authority is being requested for the 2015 budget in the amount of $45,000.00. Personnel considerations: SCDDO will charge actual time spent by staff to this budget through the timecard entry system. Expected measurable outcomes: 1. 90% of participants indicating an improved understanding of the words and concepts covered in each training module. 2. 90% of participants completing all training modules reporting they have a right to be safe, right to speak out, and right to get help. 3. 90% of participants will indicate they know how to report suspected abuse , neglect and or exploitation. Each of these will be measured by a survey administered at completion of each training module. Alternatives: If this grant is not approved the SCDDO will not be able to complete statewide SAFE training. Reducing the knowledge that individuals with developmental disabilities can receive to improve their quality of life. If CDDO's in the state of Kansas would like to acquire SAFE training they will have to find other resources. Policy considerations: All Sedgwick County policies have been followed. Legal considerations: The authority of this action is K.S.A. 19-101 et seq. Also, the Manager has the ability to approve this grant pursuant to the County's grant policies and procedures.
