- E. Grove Tavern Restaurant (2-8 W. St. Charles Road) The Economic & Community Development Committee recommends approval of a First Amendment to the grant approval for the project, which could result in utilization of the Downtown Business Grant (Economic Development Fund) in lieu of TIF funding, if the project is not fully complete by December 31, 2024. (DISTRICT #1)
- F. Consultant Engineering Services Agreement with Robinson Engineering, Ltd. Approving a two-year agreement with Robinson Engineering, Ltd. for FY2025 through FY2026 in the amount of $185,700.00 for FY 2025. This is to fill the role of Village Engineer plus supplemental technical assistance. (DISTRICTS - ALL)
- G. Large Diameter Combined Sewer Rehabilitation Project, Change Order No. 3 Reflecting a decrease to the contract with Vortex Lining Systems in the amount of $87,280.31. The line items address pay items that differ from the original bid quantities either being under or over the anticipated amounts. (DISTRICTS #1 & #5)
- H. Concrete Material Testing Final Balancing Change Order No. 1 Reflecting an increase to the contract with Chicago Testing Laboratory, Inc. in the amount of $2,574.00. This Change Order reflects the increase in material testing done throughout the Village. (DISTRICTS - ALL)
- I. Resolution Rescinding the Village's Approval of an Intergovernmental Agreement with the Illinois Department of Transportation (IDOT) Regarding the Construction of a Traffic Signal and Associated Improvements at Illinois Route 53 and Parkview Boulevard/Surrey Lane A request to rescind the Resolution previously approved by the Village to approve an Intergovernmental Agreement with IDOT regarding the construction of traffic signal improvement at Illinois Route 53 and Parkview Boulevard/Surrey Lane. The Village of Lombard along with the Village of Glen Ellyn are not supportive of the scope of the signal improvement project. (DISTRICT #2)

- J. OpenGov Cartegraph Asset Management Contract and 311 System, SeeClickFix Contract Extension Request for a waiver of bids and award of a contract to OpenGov. This is for a three-year contract extension for FY2025 ($76,335.21), FY2026 ($75,951.97) and FY2027 ($79,749.57). This is to obtain users for our current Cartegraph asset management system and our SeeClickFix Software.
- K. 2024 Contract Sewer Lateral Rodding, All Plumbing & Sewer Services, Inc. Request for a waiver of bids and award of a contract to All Plumbing & Sewer Services, Inc. in an amount not to exceed $40,000.00. The Village has contracted with All Plumbing & Sewer since 2007. They have continued to respond to requests in a very professional, responsive and reliable manner. The contract reflects a 3.5% increase in fees from 2024. This is the first increase in rates since 2018. The rate provides flat fees for sewer rodding during regular working hours and a fee for after hours. All other contractor besides All Plumbing & Sewer could not commit to the unconditional emergency response times. (DISTRICTS - ALL)
- L. Specialty Landscaping and Bed Maintenance Contract Renewal Request for a waiver of bids and award of a contract to Beary Landscape Management in the amount of $65,780.00. This is the first of two possible one-year extensions of the contract and will expire December 31, 2025. This is for landscaping beds located on Village-owned property throughout the Village. (DISTRICTS - ALL)
- M. Mowing and Weed Control Contract Renewal Request for a waiver of bids and award of a contract to Beary Landscape Management, in the amount of $73,520.00. This is the second of two possible one-year extensions of the contract and will expire December 31, 2025. (DISTRICTS - ALL)
- N. Street Light Material Purchase Request for a waiver of bids and award of a contract to StressCrete Group, the lowest of two quotes received, in the amount of $45,353.00. This purchase would be for the commuter lot located at 25 West Maple Street. The parking lot lacks sufficient street lighting. The plan is to purchase and install six (6) streetlights. In addition to the six (6) units, Staff would like to purchase additional five (5) poles and fixtures to keep in stock for damaged poles/fixtures. (DISTRICT #1)
- O. Maintenance of Traffic Signal Equipment Contract Request for a waiver of bids and award of a contract to Meade, Inc. in the amount of $226,000.00. Village Staff collaborated with the DuPage County Division of Transportation to produce a joint bid for this contract. The joint bid covers two years and does not include extensions beyond these years. This is the second of two possible one-year extensions of the contract. Work for this contract will be performed and completed from January 1, 2025 through December 31, 2025. (DISTRICTS - ALL)
- P. HVAC Maintenance Contract Request for a waiver of bids and award of a contract to Season's Comfort in an amount not to exceed $30,320.87. The contract was last publicly bid November 20, 2020 resulting in one (1) bidder responding who met Village specifications. The contract will be in effect for a two-year period from January 1, 2025 through December 31, 2026 with a potential extension for one additional two-year period. The scope of work includes all maintenance of the HVAC systems and equipment throughout the Village owned buildings. (DISTRICTS #3, #4 & #6)
