6. Resolution setting the date of public hearing as August 3, 2026, for the sale and conveyance of 1050 Evergreen Avenue, 520-522 Archer Avenue, and 1228 Columbia Street to Rock Star Real Estate, LLC in the amount of $45,000.00, including a Development Agreement, and the City acquiring three parcels along Randall Street near 613 Randall Street from Rock Star Real Estate, LLC for $37,500.00, including a purchase price reimbursement payment of $15,000.00, and an infill grant of $20,000.00 for the rehab of the two single-family homes and one twin home, and instruct the City Clerk to publish notice.

Resolution approving Amendment No. 4 to a Professional Services Agreement with INVISION Architecture, to update the city representative information for the Interim Building Official with no change to costs or terms of the agreement, for the renovation design of 100 E. 4th Street New Waterloo City Hall project, and authorizing the Mayor to execute said amendment.
9. Resolution approving a Development Agreement with Dhani RE Investments, LLC for the construction of a new single family home at 136 Janney Avenue, including a $5,000 infill grant, and authorizing the Mayor and City Clerk to execute said document.
10. Resolution setting the date of public hearing as August 3, 2026, for the sale and conveyance of 12,157 square feet of city-owned property at the north-west corner of Larkspur Drive and Cimmarron Lane, in the amount of $20,000.00 to E&C Investments, for the construction of a new single-family home including a Development Agreement and Minimum Assessment Agreement of $430,000.00, and instruct the City Clerk to publish notice.
11. Resolution approving a 30-Day No-Cost Pilot Agreement with Omnisight of Charleston, South Carolina, for adaptive signal timing management, and authorizing the Mayor and City Clerk to execute said document.
12. Resolution approving a Professional Services Agreement with Vandewalle & Associates, Inc., in the amount of $72,000.00, in conjunction with the Downtown Master Plan Implementation, and authorizing the Mayor and City Clerk to execute said document.
13. Resolution approving a Memorandum of Understanding with Black Hawk County to enter into a Development Agreement for the exchange of properties between the City of Waterloo and Black Hawk County for the Black Hawk County Road Department expansion, and authorizing the Mayor and City Clerk to execute said document.
14. Resolution approving a Professional Services Agreement with AECOM, Inc., of Waterloo, Iowa, in an amount not to exceed $196,500.00, for design-related services in conjunction with the River Wall Restoration and Floodwall Tie Off Safety Conditions, and authorizing the Mayor and City Clerk to execute said document.
