1. Approve and authorize the Chairperson to sign the 2026 Byrne Justice Assistance Grant (JAG) Program Award Agreement between Linn County, the City of Cedar Rapids and the City of Marion. The total grant amount is $66,499 and will be split between the following:Linn County $33,249City of Cedar Rapids $27,634City of Marion $5,616
2. Approve and authorize the Chairperson to sign a Cooperative Agreement between Linn County Child Development Center (LCCDC) and Hawkeye Area Community Action Program, Inc. (HACAP) to provide financial assistance and housing for dually eligible enrolled children at LCCDC by HACAP family support workers. HACAP family support workers will be reimbursed for hours worked in the amount of $37.23 per hour, twenty hours weekly. Effective September 1, 2026, through August 31, 2027
3. Approve and authorize the Chairperson to sign a Contract for a Provision of Service Agreement between Linn County Child Development Center (LCCDC) and Hawkeye Area Community Action Program (HACAP). HACAP will co-fund a total of forty-four Head Start (HS) children for an amount up to $234,288.53 and also co-fund a total of eight Early Head Start (EHS) children for an amount up to $78,675.19 annually to the Provider LCCDC for provision of these (HS & EHS) services. Effective September 1, 2026, through August 31, 2029
4. Approve purchase order PO957 to Medea Inc. in the amount of $99,117 for Narcan vending machine refill for Linn County Public Health
5. <span style="margin-left:0in;">Approve purchase order PO959 to Vulcan Signs in the amount of $25,673.20 for varying types of Traffic Control Signs for the Secondary Road Department</span>
6. <span style="margin-left:0in;">Approve purchase order PO958 to Sign Solutions USA LLC in the amount of $5,987.46 for Traffic Control Signs for the Secondary Road Department</span>
7. <span style="margin-left:0in;">Approve purchase order PO960 to Xcessories Squared Development & MFG Inc in the amount of $34,301 for varying sizes of Traffic Control Sign Posts for the Secondary Road Department</span>

9. Proclamation: Suicide Prevention Awareness Month, September 2026
10. Approve and authorize the Chairperson to sign revision 0.1 of the 2027 Fiscal Year Secondary Road Five-Year Construction Program with the Iowa Department of Transportation (IDOT) for replacement instead of repair of L-BRIDGE813(27) for an additional amount of $550,000 and repair and additional paving for Bertram Rd LOST-BERTRAM RD(27) for an additional amount of $250,000
11. Approve and authorize the Chairperson to sign the Certifications and Assurances by the Chief Executive of the Applicant Government for the FY2026 Edward Byrne Memorial Justice Assistance Grant (JAG) Program.
