Approve Polk TPO Executive Director Quarterly Timesheets and Expense Reimbursements Staff requests the Board to approve the timesheets and expense reimbursements for the Polk TPO Executive Director for the first quarter of 2024, in accordance with FDOT Technical Memorandum 19-05, as amended. 24-1024
  12. 8. Approve 2023 Polk TPO Certification Review Staff requests the Board to approve the subject certification review as conducted by the Florida Department of Transportation, District One. 24-1026

Approve Draft TPO Resolution 2024-05 Authorizing Chairman to File a Transportation Disadvantaged Trust Fund Planning-Related Activities Grant Application Staff requests the Board to approve the attached resolution to seek funds to support transportation disadvantaged planning-related activities. 24-1027

Approve Appointments to the Polk County Transportation Disadvantaged Coordination Board The TPO, as the designated official Planning Agency for the Polk County Transportation Disadvantaged Local Coordinating Board (LCB), has the responsibility to appoint members to serve on the LCB. Staff is requesting the Board to appoint one (1) member, reappoint one (1) member and endorse five (5) alternates representing state agencies, to serve on the LCB. 24-1028
  15. 11. Approve Amendment #1 to the Master Services Agreement TPO 20-1009 to Provide a One-Year Extension to Existing Contracts, and to Allow for an Increase in Reimbursement Rates. The Board is requested to approve Amendment #1 to existing Master Service Agreements (MSA) with each of the TPO’s existing general planning consulting firms and to authorize the TPO Chairman to execute this Amendment to the agreements with said firms.   16. 12. Approve Draft Adjusted Urbanized Area Boundaries for Polk County FDOT is requesting the Polk TPO approve the adjusted boundaries for Polk County as depicted in Attachment I. The adjusted boundaries will be used to help review the functional classification (FC) designation of Polk County’s roadway system. The TPO’s Technical Advisory Committee (TAC) recommends approval. 24-1030

Public Hearing on Draft Amendments to FY 2023/24 - 2027/28 Transportation Improvement Program (TIP) (ROLL CALL VOTE REQUIRED) The Board will hold a public hearing to consider the adoption of amendments to the TIP. It is important that projects appear in the TIP accurately in order to remain eligible for federal funding. FDOT typically requests the TPO to make amendments to the TIP several times a year as certain refinements to programmed projects are made. The TAC recommends approval. 24-1031

Review/Approve Draft TPO Resolution 2024-03 approving the Fiscal Year 2024/25 - 2025/26 Unified Planning Work Program (UPWP) and MPO PL Funding Agreement TPO staff will review the grant budget for the next two-year UPWP for the period FY 2024/25 through 2025/26. Staff also requests the Board to approve the attached resolution authorizing the Chairman to execute a Metropolitan Planning Organization Agreement for the receipt of FHWA and FTA transportation planning funds in support of the TPO’s Unified Planning Work Program (UPWP). Review/Approve Consultant Services Authorization (CSA) TPO-20-1009-02-03 with Kimley-Horn and Associates, Inc. to Prepare the Preliminary 2050 Long Range Transportation Plan Update (Part One) at a Cost Not-to-Exceed $200,000.00 Staff will review the scope of services for the referenced project and request the Board authorize its Chairman to execute a consultant services authorization with Kimley-Horn and Associates, Inc. 24-1606

Florida’s Turnpike Enterprise Projects Staff from the Florida Turnpike Enterprise (FTE) will provide the committee with an update on several projects in Polk County including the ongoing construction on State Road 570B northeast of Bartow, as well as the Central Polk Parkway in the eastern portion of the County. 24-1607
  23. 17. Resilient Polk The project consultant will provide the Board with a presentation on the Transportation Resiliency and Carbon Reduction Plans being prepared for the Polk TPO. 24-1608
