- Geographic Information System (GIS) Software and Services - Term Extension - ESRI: Motion for the approval of a three (3) year agreement with ESRI Small Municipal and County Government Enterprise Agreement (SGEA) which provides the software needed for the Geographic Information System (GSIS) services, including the GIS data. If approved, the proposed agreement expires on September 30, 2029, with renewal on a three (3) year basis.
- <strong><u>Approval of a Piggyback Agreement with Blue Line Innovations for Police Uniforms and Accessories:</u> </strong> Approve a piggyback agreement with Blue Line Innovations, utilizing the Town of Palm Beach's contract, for the purchase of police uniforms and accessories at a 20 percent discount, in an amount not to exceed $75,000 annually.
- <strong data-pasted="true"><u>Revised and Restated Agreement - </u></strong><strong><u>First Amendment Agent of Record–Property & Casualty and Risk Management Agreement – Piggyback (Amendment) – RSC Insurance Brokerage, Inc. (d/b/a The Gehring Group):</u></strong> Approve First Amendment to the agreement for the Agent of Record Property & Casualty Consulting Services Agreement with RSC Insurance Brokerage, Inc. via Piggyback of City of North Port.
- <strong><u>Professional Services Agreement - Lobbying Services - Ronald L. Book, P.A.:</u></strong> Motion to approve a Professional Services Agreement with Ronald L. Book, P.A., for a retainer amount of $50,000 for state lobbying services. Funding that is available is the proposed FY 2027 Village Council Budget.
- <u><strong>Approval of an Amended Community Development Block Grant (CDBG) Capital Improvement Agreement with PBC - Public Works Department for FY26-27:</strong></u> Staff requests approval of an amended Community Development Block Grant (CDBG) Capital Improvement Agreement with Palm Beach County for the FY 2026-2027 Royal Palm Park Improvements Project. The amendment adds standard language stating that funding is subject to the availability of appropriated funds and does not change the grant amount, project scope, or the Village's obligations.
- <strong data-pasted="true"><u>Approve Work Authorization #3 (Task Order No. 381) — Village Commons Park Improvements Project -<strong><u> Clearspan Structures, LLC:</u></strong></u><strong> </strong></strong>Approval of Work Authorization No. 3 with Clear Span Structures, LLC, in the Amount of $206,100 for Professional Design Services for the Community Gathering Zone at Village Commons Park Improvement Project near 226 Cypress Lane.
- <strong><u>Approve a Memorandum of Understanding (MOU) with Service Employees International Union/Florida Public Services Union (SEIU/FPSU) - Deferred Retirement Option Plan (DROP) for General Pension: </u></strong>Approve a Memorandum of Understanding (MOU) between the Village of Palm Springs and the SEIU/FPSU regarding participation in the DROP for the General Employee Pension. The MOU establishes eligibility requirements, participation procedures, and administrative provisions for DROP, and is presented alongside an ordinance amending the General Employees’ Pension Plan to provide for a five-year DROP and related pension contributions. <em><strong>(CONTINGENT UPON APPROVAL OF ORDINANCE NO. 2026-01)</strong></em>
- <strong><u><em>(Quasi-Judicial Hearing)</em> Resolution No. 2026-07- Proposed Mural Permit Application — Haven Health Management - 2925 10th Avenue North:</u></strong> Motion for approval of Resolution No. 2026-07 an application of KMG Holdings LLC (“Property and Business Owner”) of Haven Health Management to paint one (1) mural sign with the art of the company’s official logo, a stylized and abstract floral design composed of four petals like shapes in red, yellow, teal and light blue on the east of the building located at 2925 10th Avenue North following Section 34-295 Village Code of Ordinances.
- <strong><u>Appointment to the Police Pension Board:</u></strong> Approve the reappointment of Thomas Gehrman to the Police Pension Board to serve a two year term that expires September 30, 2028.
- <strong><u><em>(Second Reading)</em> Proposed Ordinance No. 2026-01 — Add 5 Year DROP General Employee Pension Plan:</u> </strong>Motion to approve proposed Ordinance No. 2026-01 to amend Ordinance No. 2017-26,<strong data-pasted="true"> </strong>Section 46<strong data-pasted="true">, </strong>providing for the creation of a Deferred Retirement Option Program to the General Employee Pension Plan.
