  2. <strong><u>Approve Builder's Risk Insurance for The Utilities Operations Building (Task Order No. 331) — STARR Insurance Companies:</u></strong> Motion for the approval of builder's risk insurance from STARR Insurance Companies for the Utilities Operations Building with a premium of $135,524.00. Funding is available in the Water & Sewer Enterprise Fund.
  3. <strong><u><em>(First Reading/First Public Hearing)</em> Ordinance No. 2026-06 — Establish Fiscal Year (FY 26/27) Millage Rates - Operating & Debt Service: </u></strong> Motion to approve Ordinance No. 2026-06 on First Reading for the FY 26-27 operating millage rate for the Village of Palm Springs is hereby levied for 3.5000 mills which is a 6.21% decrease, below the rolled-back rate of $3.7319. The real property tax roll for the current calendar year has been certified by the Palm Beach County Property Appraiser for a nonexempt valuation of $2,350,086,404 and of tangible personal property for nonexempt valuation of $100,115,811 of a total gross taxable value for operating purposes of $2,450,202,215. If approved, the final public hearing to adopt the FY 26-27 millage rate for operating and debt service is scheduled for September 24, 2026.
  4. <strong><u>Approve July 7, 2026, Village Council Meeting Minutes:</u></strong> Motion for the approval of the July 7, 2026, Village Council Regular Meeting Minutes.
  5. <strong><u>Approval of the FY 2027 Council Meeting Schedule:</u></strong> Motion to approve the FY 2027 Village Council Meeting Schedule, with Regular Council Meetings generally held on the <strong>second Thursday of each month at 5:30 PM</strong>.
  6. <strong><u><em>(Quasi-Judicial Hearing)</em> Resolution No.2026-32: Wall Sign Variance (PSV26-19) — Walmart Neighborhood Market — Pharmacy Drive-Through - 4316 Forest Hill Boulevard, Unit 4400:</u></strong> Consideration of a sign variance request (PSV26-19) by Mr. Mark Brenchley, agent for Walmart, seeking approval, with conditions, to allow a 42.46 square footwall sign above the pharmacy drive-thru window on the west side of the building, facing an interior drive aisle, in deviation from Section 34-328(a)(1) of the Village Land Development Regulations.
  7. <strong><u><em>(First Reading/First Public Hearing) </em>Ordinance No. 2026-02 Adopt FY 2026-2027 Budget:</u></strong> Motion to approve Ordinance No. 2026-02; adopting an annual budget for the year beginning October 1, 2026, and ending September 30, 2027, in the amount of $96,717,343 for the Village's projected operating expenditures.
