  1. A Approve a Proclamation of the Board of County Commissioners of Nassau County, Florida, honoring Vietnam veterans.
  2. B Approve a Proclamation and Letter of Support for the Northeast Florida Fair Association's Agriculture Education and Promotion Facility Request for Funding; and acknowledging the Fair Association's benefit to Nassau County.
  3. C Approve and authorize the Chair to sign the Third Amendment for No. CM3101-A3 with BlueTriton Brands, Inc dba Primo Brands, to assume the name and 100% of the stock and equity of Assignor: DS Service of America, Inc. dba Primo Water North America.
  4. D Approve and authorize the Chair to sign Amendment No. CM3870-A2 for WithersRavenel, Inc. for an additional year in the amount of $28,700.00.
  5. E Approve and authorize the Chair to sign Contract No. CM4173, TRP Construction Group, LLC for Pavement Marking Services in the amount of $1,200,000.00.
  6. F Consider the following: 1) Approve a Resolution authorizing the use of TDT revenues for tourism marketing services with Starmark International, Inc.; 2) Approve and authorize the Chair to sign Contract No. CM3244-A5 with Starmark International, Inc. for marketing services in the amount of $5,081,280.00.
  7. G Approve and authorize the Chair to sign the Grant of Easement from property owner Judith Miller as described in the Official Records Book 1651 Page 1143 and approve the Road Department to maintain the drainage easement.
  8. H Approve and authorize the Chair to sign CM4194, the Mobility Donation and Credit Agreement with Liberty Cove Nassau, LLC for the construction and conveyance of the Liberty Cove Phase 2 mobility improvements (Liberty Crossing), with estimated construction costs of $3,382,900.00, and the donation of associated property valued at $470,000.00.
  9. I Approve and authorize the Chair to sign a Resolution authorizing the Supplemental Grant Agreement No., 2 Contract No. CM3349-A2, with Florida Department of Transportation (FDOT) extending contract time to December 31, 2027 for the design, construction and construction engineering inspection services for intersection improvements to US 301 and Crawford Road .
  10. J Approve and authorize the Chair to sign Contract No. CM4096-A1, an Amended and Restated Memorandum of Agreement between the BOCC and SBDC realigning the term to the fiscal year.
  11. K Consider the following: 1) Approve and authorize the Chair to sign Contract No. CM4212, the Florida State Court System Office of the State Courts Administrator grant agreement for the Courthouse Expansion and Redesign (Phase I) in the amount of $500,000; 2) Approve and authorize the Chair to sign the budget resolution establishing the budget, and 3) Approve and authorize the County Coordinator, as defined under the County’s Grant Manual Policy, to sign all further documentation in relation to this grant.
  12. L Approve and authorize the Chair to sign a Resolution of the Board of County Commissioners designating the members of the Nassau County Fire Rescue Labor Management Committee.
  13. M Approve and authorize the Chair to sign Amendment 4 to Agreement 20NA1 between the Nassau County Board of County Commissioners and the Florida Department of Environmental Protection for South Amelia Island Beach Nourishment.
  14. N The SAISSA Board of Trustees request and recommends that the Nassau County BOCC sitting as the SAISS MSBU Governing Body adopt the attached resolution in support of the South Amelia Island Shore Stabilization Project and agrees to continue serving as sponsor of the project and provide the cost share through the south Amelia Island Shore Stabilization Municipal Service Benefit Unit.
  15. O Approve and authorize the Chair to sign a Resolution authorizing the County Manager as having signing authority for titles.
  16. P Approve and authorize Finance Package 2026-22 and associated Resolutions
  17. Q Approve Draft Minutes from meetings held on June 22, 2026, July 15, and 27, 2026 and August 10, and 19, 2026.
  18. R Approve a Resolution establishing a special revenue fund as the Northeast Florida Utility fund, which will formally restrict expenditures and comply with the eligible uses as identified by the Board.
  19. S Approve and authorize the Chair to sign a Resolution adopting the Nassau County SR200/A1A Underground Conversion Master Plan, identified as Appendix A with supporting data and maps.
  20. T Consider the following 1) Approve a Resolution authorizing the use of Tourist Development Tax revenues to engage with City of Fernandina Beach for Beach Improvements; and 2) Approve and Authorize the Chair to sign Contract No. CM4217 and CM4217-A1 for the Amelia Island Beachfront Branding Harmonization and Visitor Experience Enhancement up to $4.3 million of TDT funds
  21. U Approve and authorize the Chair to sign the Annual Rate Assessment Resolution for the SAISS-MSBU Beach Renourishment Maintenance Assessment Area.
  22. V Approve and authorize the Chair to sign Annual Rate Assessment Resolution for the SAISS-MSBU Beach Renourishment Capital Assessment Area.
  23. W Public Hearing to consider adoption of Ordinance 2026-057 Amending Chapter 30 ¾ of the Nassau County Code of Ordinances Entitled Utilities to create Article 1. In General. At Sections 30¾.-1.1 through 30¾-1.29 creating the Northeast Florida Utility Authority.
  24. X Conduct a public hearing to consider adoption of Ordinance 2026-058 Amending Chapter 30 ¾ of the Nassau County Code of Ordinances Entitled Utilities to create a new Division 1. Entitled. “Implementation.”; Further creating a new Division 2. Entitled “Electrical Utility Franchise Agreements.”; Further creating a new Section 30 ¾-46. Entitled "Florida Power and Light Franchise Agreement.”
  25. Y Public Hearing to consider adoption of Ordinance 2026-059 Amending Chapter 30 ¾. Utilities of the Nassau County Code of Ordinances in order to amend Article III. Franchises. At Division 2. Electrical Utility Franchise Agreements creating a new Section 30 ¾-47. Entitled "Florida Public Utilities Franchise Agreement” to grant a franchise to Florida Public Utilities to continue to provide electric service to the citizens of Nassau County.
  26. Z Public Hearing to consider adoption of Ordinance 2026-060 Amending Chapter 30 ¾ Utilities of the Nassau County Code of Ordinances in order to amend Article III. Franchises. At Division 2. Electrical Utility Franchise Agreements creating a new Section 30 ¾-48. Entitled "Okefenoke Rural Electric Membership Corporation Franchise Agreement”.
