- 1 Welcome. We are glad to have you join us. If you wish to address the Council, please complete a Comment Card. Comment Cards are on the right-hand side of the dais by the City Clerk. When recognized, please hand your card to the Clerk, approach the podium and state your name. Persons speaking before the City Council shall be limited to 3 minutes unless otherwise noted under Public Hearings. A spokesperson for a group may speak for 3 minutes plus an additional minute for each person in the audience that waives their right to speak, up to a maximum of 10 minutes. Prior to the item being presented, please obtain the form to designate a spokesperson from the City Clerk. Up to 60 minutes of public comment will be allowed for an agenda item. No person shall speak more than once on the same subject unless granted permission by the City Council. The City of Clearwater strongly supports and fully complies with the Americans with Disabilities Act (ADA). Please advise us at least 48 hours prior to the meeting if you require special accommodations at 727-562-4090. Assisted Listening Devices are available. Kindly refrain from using cell phones and electronic devices during the meeting. Citizens wishing to provide comments on an agenda item are encouraged to do so in advance through written comment. The City has established the following two options: 1) eComments via Granicus - eComments is integrated with the published meeting agenda. Individuals may review the agenda item details and indicate their position on the item. You will be prompted to set up a user profile to allow you to comment, which will become part of the official public record. The eComment period is open from the time the agenda is published. - 6.1 Approve the Sixth Amendment to Contract for Sale of City-Owned Vacant Land between the City of Clearwater and Lake Belleview Development, LLC. for real property located at 1454 South Martin Luther King Jr. Avenue, and authorize the appropriate officials to execute same and such requisite documents necessary to effectuate the sale. - 6.2 Authorize a purchase order to Trihedral Engineering Limited dba Trihedral Inc. (Trihedral) of Orlando, FL, for Supervisory Control and Data Acquisition (SCADA) system software licenses and SupportPlus services, in the not-to-exceed amount of $11,310.00 for the initial year and $2,262.00 annually for monitoring and technical support services for an additional nine-year term, pursuant to RFP No. 07-25, and authorize the appropriate officials to execute same. - 6.3 Approve Supplemental Work Order No. 2 and increase to the purchase order with Driggers Engineering Services Inc., of Clearwater, FL, for additional geotechnical inspection and construction materials testing services associated with the South Osceola Parking Garage project (22-0011-EN), in the amount of $40,237.50 increasing the total project amount to $135,241.50 pursuant to Request for Qualifications (RFQ) 34-23, and authorize the appropriate officials to execute the same. - 6.4 Approve a professional service agreement and purchase order with Marc Taylor Inc., of Phoenix, AZ, to provide Owners Representative services for the Phillies BayCare Ballfield Improvements project (26-0017-EN) in the amount of $450,000.00 pursuant to Request for Proposal (RFP) 21-26 and authorize the appropriate officials to execute same. - 6.5 Approve a purchase order (PO) increase to Broaddus and Associates, Inc., of Austin, TX, for professional services related to the Public Works Department (PWD) Program Project (24-0048-EN), in the not-to exceed (NTE) amount of $1,625,000.00, increasing PO from $445,000.00 to $2,070,000.00, pursuant to Request for Qualifications (RFQ) 37-24, and authorize the appropriate officials to execute same. - 6.6 Authorize a purchase order to Alan Jay Automotive Management, Inc. d/b/a/ Alan Jay Fleet Sales of Sebring, FL for one (1) 2026 Ford F-450 Super Crew Cab in the amount of $109,423.00, pursuant to Clearwater Code of Ordinances Sections 2.563(1)(c), Piggyback and 2.563(1)(d) Non-competitive Purchase, and authorize the appropriate officials to execute same. - 6.7 Authorize an increase to the purchase order with Accela, Inc. of San Ramon, CA for the addition of Open Counter customer service module, user licensing, ePermitHub, and professional services support of the city’s land management and permitting software for the term that began in May 2024 through October 5, 2029, in the amount of $513,078.37 for a revised not to exceed amount of $2,805,826.01 pursuant to Clearwater Code of Ordinances Code Section 2.563 (1)(d), Non-competitive purchase (Impractical), and authorize the appropriate officials to execute same. - 6.8 Authorize a purchase order with Trimble, Inc. of Westminster, CO, for computerized maintenance and management system (CMMS) software in the amount of $270,214.79, for the term June 1, 2026 - October 31, 2027, pursuant to Clearwater Code of Ordinances Section 2.563(1)(d), Non-Competitive Purchase (Impractical), and authorize the appropriate officials to execute same. - 6.9 Authorize a change order and increase to the purchase order with Razorback LLC for additional rehabilitation services associated with Project 23-0043-UT, RO1 Dual Media Filter Rehabilitation, in the amount of $271,800.00, increasing the project amount to $1,325,930.00 pursuant to ITB 23-0043-UT, and authorize the appropriate officials to execute same. - 6.10 Approve a Work Order to Mead and Hunt, Inc of Tampa, FL for design and construction engineering services for the RO1 Acid Storage and Feed System project (26-0010-UT) in the amount of $482,028.00, pursuant to RFQ 34-23 Engineer of Record (EOR) Consulting Services, and authorize the appropriation officials to execute same. - 7.1 Declare as surplus a list of certain real properties owned by the City of Clearwater, approve the transfer of said properties to the City of Clearwater Community Redevelopment Agency, and authorize appropriate officials to effectuate the transaction. (APH)
- 7.2 Amend Chapter 30 of the Code of Ordinances (Traffic and Motor Vehicles) to modernize parking operations, update enforcement procedures, and revise related fees and pass Ordinance 9909-26 on first reading.
- 8. Second Readings - Public Hearing
- 8.1 Adopt Ordinance 9907-26 on second reading, approving the Right-of-Way Vacation request from the Church of Scientology Flag Service Organization for the city right-of-way more particularly described as the southern portion of Garden Avenue abutting Lots 6-11 together with that portion abutting the vacated 15 foot alley lying between Lots 10 and 11 of Court Square Subdivision as recorded in Plat Book 5, Page 53 of the Public Records of Pinellas County, Florida.
- 8.2 Adopt Ordinance 9921-26 on second reading and amend the City’s fiscal year 2025/26 operating budget at mid-year.
- 8.3 Adopt Ordinance 9922-26 on second reading and amend the City’s fiscal year 2025/26 capital improvement budget at mid-year.
- 8.4 Adopt Ordinance 9906-26 on third reading, amending Clearwater Code of Ordinances Section 28.04 relating to Trading and Selling on Streets.
