Discussion and Recommendations on Labor Crews within the Road & Bridge Division of the Public Works Department Fiscal Consideration: Input/Recommendations from OMB: Transportation funding derived from various Gas Tax statutes and agreements are used in various ways. The Local option 16 cent is currently committed exclusively to the Gas Tax fund (149) for operations and maintenance. The Local option 15 cent is currently committed (and required) to capital cost through debt service funds and Transportation Capital Project funds (350).The last 4 cent, Constitutional (2 cent), County Fuel (1 cent from State), and Voted 9th cent, have $2.1 Million a year committed to debt service through FY21, with the remaining used for transportation operations and maintenance (149). There are no additional Gas Tax funds to absorb this additional transportation maintenance need. If the current level of service is to be maintained without DOC labor:Reduce General Fund transfer to Road construction by $1 Million for FY20 & FY21 and use this to maintain service level needed. Use the revenue not needed for debt service from FY22 forward. Reducing the commitment to road construction by $1 Million per year will result in delays of at least one year for programmed road construction projects. Recommended Action: Option 1: Continue utilizing inmates from the Department of Corrections as per agreement executed on May 8th, 2012 or as amended. Option 2: Approve 27 Laborer FTE’s at an approximate cost of $1,239,611 of which 4 FTE’s are to be dedicated to Stormwater maintenance at an approximate cost of $183,646.00 and, Authorize advertisement and hiring of new FTE’s and direct the Office of Management and Budget to return to the Board the necessary budget amendments to fully fund the additional 27 laborer positions.
