1. SUBJECT: Request for Appropriation of Reserve Funds for Fleet Vehicle Purchases and Library Bookmobile Tax PaymentRECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. _____, approving the following actions: 1) Authorize the appropriation of $77,668 from the City’s reserve balances into Fund 2012 for the purpose of purchasing replacement fleet vehicles; 2) Authorize the appropriation of $52,836 to Fund 1917, and then appropriate the funds to Fund 2012 to pay taxes for the Library Bookmobile; and 3) Approve the purchase of fleet replacement vehicles for various City departments at a total cost of $306,320.
2. SUBJECT: Award a Construction Contract and Professional Services Agreement for the Community Center Parking Lot Expansion, CIP 24-08RECOMMENDATION FOR ACTION: Staff recommends the City Council adopt Resolution No. _____, to 1.) Transfer $800,000 in Capital Project Funds (Fund 1501) from the Southeast Area Aquatics Center Project (CIP 19-18) to the Community Center Parking Lot Expansion Project (CIP 24-08) to cover all project costs; 2) authorize the withdrawal of the bid submitted by R&R Pacific Construction and release of its bid bond; 3) Approve a construction contract for the Community Center Parking Lot Expansion Project (CIP 24-08) and award the construction contract in the amount of $1,609,801.07 to All Phase Construction, authorize a contract contingency up to 15% (241,470), and authorize the City Manager to execute the construction contract and change orders; and 4) Approve a professional services agreement for inspection services with Kitchell, Inc. in the amount of $96,484, authorize a contract contingency up to 15% ($14,473), and authorize the City Manager to execute the agreement and amendments.
