SUBJECT: Approve Inspection Agreement with Webster Engineering, Inc., for the 2026 Gibson Ranch Water Meter Replacement Project, CIP 26-16<br><br>RECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. _____ approving a consultant agreement for construction inspection services for the 2026 Gibson Ranch Water Meter Replacement Project, CIP 26-16, with Webster Engineering, Inc., in an amount up to $150,000, authorizing a ten percent (10%) contract contingency of up to $15,000, and authorizing the City Manager to execute the consultant agreement and amendments.
  2. SUBJECT: Samsara Vehicle Gateway Software License Agreement and Exception to Competitive Bidding<br><br>RECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. _____ approving an exception to the City’s competitive bidding requirements through the use of Sourcewell Contract No. 102924 SAM and authorizing the City Manager to execute a three year Software License Agreement with Samsara Inc. for vehicle gateway software licenses and associated equipment in an amount not to exceed $149,872.73.
  3. SUBJECT: Proclaim October 2026 as Breast Cancer Awareness Month<br><br>RECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt a Proclamation proclaiming October 2026 as Breast Cancer Awareness Month and acknowledging the local efforts of Thriving Pink.
  4. <span data-teams="true" id="isPasted"><span style="font-size: inherit;">SUBJECT: City Council Meeting Minutes of September 1, 2026 and September 15, 2026. </span><br><br><span style="font-size: inherit;">RECOMMENDATION FOR ACTION: <span data-teams="true" data-pasted="true"><span style="font-size: inherit;"><span data-teams="true" data-pasted="true"><span style="font-size: inherit;"><span data-teams="true" data-pasted="true"><span style="font-size: inherit;"><span data-teams="true"><span style="font-size: inherit;">Staff recommends the City Council adopt the minutes of the Joint Regular City Council/Woodland Finance Authority Meetings of <span data-teams="true" data-pasted="true"><span style="font-size: inherit;">September 1, 2026 and September 15, 2026.
  5. SUBJECT: Approval of Salary Schedule Effective October 1, 2026 and Revised Salary Schedule for July 1, 2026<br><br>RECOMMENDATION FOR ACTION: Staff recommends that the City Council approve the salary schedule effective October 1, 2026 and a revised salary schedule effective July 1, 2026.
