SUBJECT: Approval of an Employment Agreement for a Retired Annuitant and Exception to the CalPERS 180-Day Wait Period<br><br>RECOMMENDATION FOR ACTION: Staff recommends the City Council adopt Resolution No. _____, approving an employment agreement and exception to the CalPERS 180-Day wait period for retired annuitant Heath Parsons.
  3. SUBJECT: Approval of Purchase and Sale Agreement for the Sale of Surplus Property Located at 345 W. Court Street (APN 064-170-051)<br><br>RECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. ___, approving an Agreement of Purchase and Sale and Joint Escrow Instructions with Tower Investments, Inc. for the sale of the former City well site property located at 345 W. Court Street (APN 064-170-051), and authorizing the City Manager to execute a Purchase and Sale Agreement and all related escrow and transactional documents necessary to complete the sale of the property for a purchase price of $235,000.

SUBJECT: Aquatics Facilities Use Agreement between City of Woodland and Woodland Joint Unified School District<br><br>RECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. ____, authorizing the City Manager to execute an aquatics facilities use agreement between the City of Woodland and Woodland Joint Unified School District for the use of the Charles Brooks Community Swim Center and the Woodland Aquatics Center.

SUBJECT: Woodland Police Mid-Management Association Memorandum of UnderstandingRECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. _____, implementing a one-year agreement (July 1, 2026 through June 30, 2027) with the Woodland Police Mid-Management Association (PMMA).

SUBJECT: Woodland Police Supervisors' Association Memorandum of UnderstandingRECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. ____, implementing a one-year agreement (July 1, 2026 through June 30, 2027) with the Woodland Police Supervisors' Association (WPSA).
  7. SUBJECT: Fire Mid-Management Association Memorandum of UnderstandingRECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. ____, implementing a one-year agreement (July 1, 2026 through June 30, 2027) with the Woodland Fire Mid-Management Association (FMMA).
  8. SUBJECT: Woodland Police Officers' Association Memorandum of UnderstandingRECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. ____, implementing a one-year agreement (July 1, 2026 through June 30, 2027) with the Woodland Police Officers' Association (WPOA).

SUBJECT: Appeal of Notice of Violation and Stop Work Order: 652 4th Street <br><br>RECOMMENDATION FOR ACTION:<br><div style='margin-top:0in;margin-right:0in;margin-bottom:8.0pt;margin-left:0in;font-size:16px;font-family:"Aptos",sans-serif;' data-pasted="true"><ol style="margin-bottom:0in;"><li style="margin-top:0in;margin-right:0in;margin-bottom:8.0pt;margin-left:0in;font-size:16px;font-family: initial;"><span style='font-family:"Arial",sans-serif;font-size:14px;color:#414141;background:white;'>Conduct a public hearing to consider Mr. Gabriel Ledesma’s (“Appellant”) appeal of a Notice of Violation and Stop Work Order issued by the Community Services Department on June 18, 2026 concerning violations of the City of Woodland Municipal Code Chapter 12.48 (Trees) for City-owned trees in front of Appellant’s property located at 652 4th Street, Woodland, CA 95695, pursuant to Section 12.48.230 of the same Chapter authorizing appeals to the City Council; Determine, by minute order, whether to uphold, modify, or reject the Community Services Director’s issuance of a Notice of Violation and Stop Work Order dated June 18, 2026; Direct the City Attorney to memorialize the City Council’s determination and supporting findings to reach the determination, in a resolution for the City Council’s consideration and approval at a future City Council meeting; andDiscuss and take other actions related to this item.
