  8. SUBJECT: Public Hearing and Approval of Fiscal Year 2025/26 Community Development Block Grant (CDBG) Consolidated Annual Performance and Evaluation Report (CAPER)<br><br>RECOMMENDATION FOR ACTION: Staff recommends that City Council hold a public hearing to receive community input on the Fiscal Year (FY) 2025/26 Community Development Block Grant (CDBG) Consolidated Annual Performance and Evaluation Report (CAPER), and adopt Resolution No. ____ approving the FY 2025/26 CDBG CAPER, authorizing the incorporation of any public comments received during the public hearing and 15-day public comment period, and authorizing the City Manager or designee to finalize and submit the CAPER to the U.S. Department of Housing and Urban Development (HUD) following the conclusion of the 15-day public comment period.

SUBJECT: FY26/27 California Highway Patrol Cannabis Tax Fund Grant Program Award AcceptanceRECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. ___ to:<br data-pasted="true">(1) Accept the FY26/27 California Highway Patrol (CHP) Cannabis Tax Fund Grant Program (CTFGP) Grant Award #30953 in the amount of $14,773.20;<br>(2) Appropriate $14,773.20 in reimbursable grant funding into the State Grant Fund (Fund 1325) and;<br>(3) Increase the Police Department's FY27 budget in Fund 1325 by $14,773.20.
  13. SUBJECT: Response to the 2025-2026 Yolo County Civil Grand Jury ReportRECOMMENDATION FOR ACTION: Staff recommends that the City Council review and approve the City of Woodland responses to the 2025-2026 Yolo County Civil Grand Jury Report titled Unified Action: Strengthening the Yolo County Homelessness Response.
