Each speaker tonight may speak for up to 3 minutes during this general comment period on a matter that is not on this agenda. The public may also make one comment for up to 3 minutes prior to the consideration of the Consent Calendar, and immediately before any regular agenda item is heard. The Council asks that you keep you comments concise and positive. Creative criticism, presented with appropriate courtesy, is welcome. Each speaker will be allowed three minutes and a timer will notify you when your time is expired. Please begin your comments by stating and spelling your name and providing your city of residence.

Award a two-part design contract to ARUP US for the Cross Valley Express project - Authorize the City Manager to award part 1 of the design contract with ARUP US in the amount of $1,035,439.36 for the project approval and environmental document phase and conditionally award part 2 of the contract for the plans, specifications and estimate phase in the amount of $2,404,639.25 for the Cross Valley Express project. 26-0150 approve Pass
15. 3. Award construction contract for Santa Fe earthwork - Authorize the City Manager to award the construction contract with Archer Civil Construction for the Santa Fe Street earthwork project in the amount of $900,036.10. 26-0163 approve Pass
16. 4. Award contract for fire alarm system replacement - Authorize the City Manager to issue an emergency purchase order to Sebastian in the amount of $67,408.91 to replace the existing inoperable fire alarm system and appropriate $74,000 from the Wastewater Fund. 26-0171 approve Pass

18. 6. Ordinance adoption - Second reading and adoption of ordinance no. 2026-11 amending Visalia Municipal Code Chapter 8.70 Abandoned Shopping Carts, citywide. 26-0184 approve Pass

Authorize the abandonment of a portion of Douglas Avenue - Adopt Resolution 2026-70 ordering the summary vacation and abandonment of a portion of right-of-way along Douglas Avenue west of Burke Street; and further authorize the City Manager to execute the necessary documents to complete the abandonment. Update on urgency ordinance no. 2026-10 - Receive the staff report on ordinance no. 2026-10, pursuant to Government Code Section 65858(d), describing the measures taken to alleviate the conditions which led to the adoption of the interim New Data Center Development moratorium within the City of Visalia. 26-0191 approve Pass
21. 9. Designate city owned property into public right of way - Adopt resolution 2026-73 designating city owned property located along Santa Fe Street at Cameron Avenue and Redding Avenue into the public right of way system. 26-0194 approve Pass

Record final map - Request authorization to record the final map for Belissa Phase 3 subdivision located at the northwest corner of North Demaree Street and West Pratt Avenue (51 lots); and the annexation of Belissa Phase 3 into Landscape and Lighting Assessment District “Belissa” and levying the annual assessments (Resolution Nos. 2026-66 and 2026-67 required). 26-0166 approve Pass
