4. <u>Resolution</u>: Approving the first substantial amendment to the Fiscal Year 2024-2025 City of Turlock/Stanislaus County HOME Consortium Annual Action Plan for the HOME Investment Partnerships (HOME) Program, authorizing the submission of the Annual Action Plan amendment to the U.S. Department of Housing and Urban Development (HUD), and authorizing the Interim City Manager to execute all related and necessary documents.
