1. <strong>Agreement - County Administration Office:</strong> Approving the Good Neighbor Agreement (GNA) between the County of Tuolumne and the USDA Forest Service, Stanislaus National Forest, in the amount of $4,141,388, authorizing the County Administrator to sign this agreement, all modifications and all related contracts and documents, and recognizing unanticipated revenue in the amount of $4,141,388 in the Master Stewardship Agreement cost center and increasing appropriations by the same amount.
2. <strong>Agreement - Behavioral Health: </strong>Approving an agreement for skilled nursing and boarding care services between Tuolumne County Behavioral Health and Modesto Post Acute, CF Modesto, LLC in an amount not to exceed $136,000 per fiscal year beginning July 1, 2026, through June 30, 2028, and authorize the County Administrator to sign agreement and all related documents. (Included in the FY 2026/27 Recommended Budget).
3. <strong>Agreement - Public Works:</strong> Approving Amendment #1 to the RFQ-2024-0185 Architectural Design Services for Restoration of the Groveland Community Hall.
4. <strong>Agreement - Behavioral Health:</strong> Approving an agreement for skilled nursing and boarding care services between Tuolumne County Behavioral Health and Madera Rehabilitation and Nursing Center, CF Madera, LLC in an amount not to exceed $136,000 per fiscal year beginning July 1, 2026, through June 30, 2028, and authorizing the County Administrator to sign the agreement and all related documents. (Included in the FY 2026/27 Recommended Budget).
5. <strong>Agreement - Probation/Sheriff: </strong>Approving Data Sharing Agreement between the County of Tuolumne, jointly through the Probation Department and Sheriff’s Office, and participating health plans (Anthem Blue Cross and Health Net) for implementation of the California Advancing and Innovating Medi-Cal (CalAIM) Justice-Involved Reentry Initiative.
6. Consideration of Tuolumne County Homelessness Committee recommendation to continue operation of Camp Justice beyond September 30, 2026, for up to four years; authorize the use of Opioid Settlement Funds, as needed, with Encampment Resolution Funding (ERF) Round 5 funding prioritized if awarded; direct consistent enforcement of Camp Justice Rules and Expectations; and direct Staff to explore public/private partnerships for low-barrier shelter options.
7. <strong>Action Item - Clerk of the Board of Supervisors: </strong>Approving the minutes of the September 15, 2026 meeting.
8. <strong>Action Item - Supervisor Kirk: </strong>Request for Presentation of 2026 California Healthy Kids Survey Results.
9. <strong>10:00 AM Public Hearing to adopt Resolution 90-26 approving the Fiscal Year 2026-2027 Budget with personnel recommendations as outlined in the budget document; approve the classification, bargaining unit assignment, and pay range listing; updated capital project lists; the appropriation limit computation method and resulting limit as recommended by the County Auditor/Controller. 10. <strong>Resolution - Sheriff: </strong>Adopting Resolution 89-26 accepting the Alcoholic Beverage Control (ABC) Grant Award, delegating signature authority to the Sheriff-Coroner, and recognizing unanticipated revenue in the Sheriff-Coroner cost center from California Department of Alcoholic Beverage Control (ABC), in the amount of $16,698, and increasing appropriations by the same amount. (4/5ths vote required)
