4. Resolution awarding the construction contract for the R24-04 Oak Avenue Surface Improvement Project to Argonaut Constructors, Authorizing the Public Works Director to approve change orders not-to-exceed 15% of the contract rice; Authorizing related actions and approving budget amendments.
