A-4) Consider recommendations regarding Services Agreement with Meraki Management - CA, LLC dba Lightfully Behavioral Health for Day Rehabilitation Services (DRS) and Day Treatment Intensive (DTI) Services for Fiscal Years (FYs) 2026-2028, as follows: a) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with Meraki Management - CA, LLC dba Lightfully Behavioral Health (not a local vendor) (Lightfully) for the provision of DRS and DTI services for a total maximum contract amount not to exceed $400,000.00, inclusive of $200,000.00 for FY 2026-2027, and $200,000.00 for FY 2027-2028, for the period of August 25, 2026, through June 30, 2028; b) Approve and authorize the Behavioral Wellness Director or designee to exercise the following authorities regarding the above contract, subject to the maximum contract amount and revocation of this delegated authority at any time: Make immaterial changes (standard terms); modify performance measures (Exh. A-3 MHS); suspend services (Exh. AA ADP/MHS); and reallocate funding, modify service codes and rates, and withhold payment (Exh. A-7) Consider recommendations regarding the Approval of Request for Proposals to Retain Contract Film Commissioner to Develop Framework to Facilitate Filmmaking in Santa Barbara County, as follows: a) Authorize the Community Services Department (CSD) Director to release a Request for Proposals, and subsequently enter into a contract with the successful respondent to perform the tasks outlined in the attached scope of work, in a maximum aggregate contract amount not to exceed $150,000.00, for the period of October 1, 2026, through March 1, 2027; and b) Determine that the recommended actions are not a project subject to the California Environmental Quality Act (CEQA) under CEQA Guidelines section 15378(b)(5), because they consist of administrative activities that will not result in a direct or indirect physical change to the environment. 26-00762

A-11) Consider recommendations regarding Providing Access and Transforming Health (PATH) Initiative Round 4 Award Acceptance, as follows: (4/5 Vote Required) a) Approve, ratify, and authorize the Sheriff and Probation Chief, or designees, to accept and receive funding from the California Department of Health Care Services (DHCS) for PATH Round 4 Initiative Round 4 Award for approved activities for the project period of January 1, 2026, through December 31, 2026, in the amount of $1,300,000.00; b) Approve Budget Revision Request Number 1601 in the amount of $650,000.00 to establish appropriations in the County Health Department for unanticipated revenue for services and supplies ($619,000.00), and indirect costs ($31,000.00) funded by the Sheriff’s Department and Probation Department’s DHCS’ PATH Round 4 funding award. Increase appropriations and offsetting revenue of $300,000.00 in Sheriff's Office and $350,000.00 in the Probation Department funded PATH 4 Justice Involved (JI) grant; and c) Determine that the recommended actions do not constitute a “Project” within the meaning of the California Environmental Quality Act (CEQA) and are exempt pursuant to Section 15378(b)(4) of the CEQA Guidelines, since the recommended actions are the creation of government funding mechanisms or other government fiscal activities that do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. 26-00752

A-12) Consider recommendations regarding the Best Value Contract Method Policy, as follows: a) Adopt the Best Value Construction Contracting Policy, establishing County procedures and authority for use of the Best Value construction contracting method pursuant to California Public Contract Code (PCC) Section 20155 et seq., for construction projects exceeding $1,000,000.00 and for annual Job Order Contracts not exceeding $3,000,000.00 annually; and b) Determine that the above-recommended actions are not a project subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15378(b)(5), finding that the actions consist of administrative activities of government that will not result in direct or indirect physical changes in the environment. 26-00768

A-14) Consider recommendations regarding the 2026-2029 Memorandum of Understanding (MOU) between Santa Barbara San Luis Obispo Regional Health Authority, dba CenCal Health, and the Probation Department Susan J. Gionfriddo Juvenile Justice Center (JJC), as follows: a) Approve and authorize the Chief Probation Officer to execute a MOU effective September 1, 2026 through September 1, 2029, between the Probation Department and CenCal Health to implement Medi-Cal pre-release services under the California Advancing and Innovating Medi-Cal (CalAIM) Justice-Involved (JI) Reentry Initiative at the JJC; and b) Determine that the above recommended action is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3), finding that the activities are covered by the common sense exemption that CEQA applies only to projects which have the potential for causing significant effects on the environment, and where it can be seen with certainty that there is no possibility that the activities in question may have a significant effect on the environment, the activities are not subject to CEQA. 26-00766

A-15) Consider recommendations regarding the Laguna County Sanitation District, Amendment No. 2 to Recycled Water Use Agreement with Santa Maria Public Airport District, as follows: Acting as the Board of Directors, Laguna County Sanitation District: a) Approve, ratify, and authorize the Chair to execute Amendment No. 2 to the Recycled Water Use Agreement with the Santa Maria Public Airport District to extend the contract end date to December 31, 2027; and b) Determine that the above-recommended action is exempt from the California Environmental Quality Act (CEQA), pursuant to the CEQA Guidelines Section 15301 (Existing Facilities), finding that the action consists of updating the contract term of an existing facility used to provide public utility services with negligible or no expansion of use, and direct the Clerk of the Board to file the CEQA Notice of Exemption. 26-00760

A-16) Consider recommendations regarding the Laguna County Sanitation District, Authorization to Use the Design-Build Delivery Method and Initiate Procurement for the Solids Handling Phase 3 Project (Project No. SOLID3); Fourth and Fifth Districts, as follows: Acting as the Board of Directors, Laguna County Sanitation District: a) Approve the use of the Design-Build project delivery method for the Solids Handling Phase 3 Project (Project No. SOLID3), pursuant to Public Contract Code Sections 22160-22169; b) Authorize the Public Works Director, or designee, to issue a Request for Qualifications to solicit Statements of Qualifications from prospective Design-Build entities; c) Authorize the Public Works Director, or designee, to evaluate Statements of Qualifications and establish a shortlist of the most qualified Design-Build entities; d) Authorize the Public Works Director, or designee, to issue a Request for Proposals to shortlisted Design-Build entities; e) Direct staff to return to the Board with a recommended Design-Build entity and a proposed contract award, including contract amount and contingency, upon completion of the solicitation process; and f) Determine that the advertising for and receipt of qualifications and proposals is an administrative and fiscal activity which will not result in changes in the environment and therefore the action does not constitute a “Project” within the meaning of California Environmental Quality Act (CEQA), pursuant to 14 CCR Section 15378(b)(5). 26-00759

A-17) Consider recommendations regarding supporting Caltrans Traffic Control Measures on State Route 192 (East Valley Road), and State Route 192 (Foothill Road and Casitas Pass Road), First District, as follows: a) Adopt a Resolution to support the California Department of Transportation in exercising its authority to install “No Parking” signage within State right-of-way on: i) State Route 192 (east Valley Road, Montecito); and ii) State Route 192 (Foothill Road and Casitas Pass Road, Carpinteria); and b) Find that the proposed actions are for the operation and maintenance of an existing public facility, involving negligible, or no expansion of use beyond that which presently exists, that the proposed action is therefore exempt from California Environmental Quality Act pursuant to 14 CCR 15301(c), and approve and direct staff to file the Notice of Exemption on that basis. 26-00764

A-18) Consider recommendations regarding Orcutt and Tanglewood Transit Stop Enhancements, Cooperative Agreement with City of Santa Maria, Santa Maria Regional Transit (SMRT) Operator; Fourth and Fifth Districts, as follows: (4/5 Vote Required) a) Approve and authorize the Chair to execute the Orcutt and Tanglewood Transit Stop Furniture Improvements Cooperative Agreement with the City of Santa Maria, operator of SMRT. The Agreement authorizes the Public Works Department to transfer a total of $109,265.00 in Transportation Development Act - Local Transportation Fund (TDA-LTF) to the City of Santa Maria to fund transit stop enhancements including the purchase and installation of new transit benches and transit shelters at public bus stops in the communities of Orcutt and Tanglewood; b) Approve Budget Revision Request No. 1569 to increase Fiscal Year 2026-2027 appropriation of $109,265.00 in Public Works Roads-Alternative Transport Fund (FD-0019) for Services and Supplies funded by the TDA-LTF; and c) Determine that the project is exempt from the provisions of the California Environmental Quality Act pursuant to 14 CCR section 15301(c) as the proposed project(s) consists of the operation, repair, maintenance, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that previously existing, including but not limited to existing highways and streets, sidewalks, and similar facilities. A Notice of Exemption was filed on this basis on August 25, 2026, and the proposed action is within the scope of that Notice of Exemption. 26-00777
