Consider recommendations regarding the contribution of $20,000.00 to the Isla Vista Community Services District (IVCSD) for the Isla Vista bluff memorial installation, as follows: (4/5 Vote Required) a) Approve and authorize a contribution of $20,000.00 to the IVCSD for the installation of the Isla Vista bluff memorial, funded by the Second District’s Discretionary Funds held in General County Programs General Fund Committed Emerging Issues fund balance; b) Approve Budget Revision Request No. 1618 to establish appropriations of $20,000.00 in General County Programs General Fund for Services and Supplies, funded by release of Committed Emerging Issues fund balance; c) Find that the above project meets the social needs of the population of the community; and d) Find that the recommended actions are not a “Project” under the California Environmental Quality Act (CEQA) pursuant to Guideline sections 15378(b)(4) and 15378(b)(5), because they consist of organizational and administrative activities of government and the creation of government policies that do not result in direct or indirect physical changes in the environment.
