Consider recommendations regarding Services Agreement with Meraki Management - CA, LLC dba Lightfully Behavioral Health for Day Rehabilitation Services (DRS) and Day Treatment Intensive (DTI) Services for Fiscal Years (FYs) 2026-2028, as follows: a) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with Meraki Management - CA, LLC dba Lightfully Behavioral Health (not a local vendor) (Lightfully) for the provision of DRS and DTI services for a total maximum contract amount not to exceed $400,000.00, inclusive of $200,000.00 for FY 2026-2027, and $200,000.00 for FY 2027-2028, for the period of August 25, 2026, through June 30, 2028; b) Approve and authorize the Behavioral Wellness Director or designee to exercise the following authorities regarding the above contract, subject to the maximum contract amount and revocation of this delegated authority at any time: Make immaterial changes (standard terms); modify performance measures (Exh. A-3 MHS); suspend services (Exh. AA ADP/MHS); and reallocate funding, modify service codes and rates, and withhold payment (Exh. B ADP/MHS); and c) Determine that the above-recommended actions are not a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines section 15378(b)(4), finding that the actions are governmental funding mechanisms and/or fiscal activities that will not result in direct or indirect physical changes in the environment.
