Consider recommendations regarding a First Amendment to the Contract for North and Central County Pavement Rehabilitation for Fiscal Year (FY) 2025-2026, County Project No. 820812N, Fourth and Fifth Districts, as follows: (4/5 Vote Required) a) Approve and authorize the Chair to execute a First Amendment to the contract with Souza Engineering Contracting, Inc. dba Souza Construction, 4027 Santa Fe Rd, San Luis Obispo, CA 93403, for the North and Central County Pavement Rehabilitation for Fiscal Year 2025-2026, County Project No. 820812N which increases the supplemental work amount by $300,000.00 and increases the contingency amount by $15,000.00, resulting in a revised total not-to-exceed contract amount, including supplemental and contingency of $3,514,643.00; b) Authorize the Director of Public Works, or designee, to approve change orders for a contingency amount up to $179,269.00, and supplemental work items of $495,600.00, for the construction of County Project No. 820812N; c) Approve Budget Revision Request No. 1733 to increase FY 2026-2027 appropriations of $315,000.00 in Capital Maintenance Fund (Fund 0016) for Services and Supplies funded by a release of Restricted Purpose of Fund Balance; and d) Determine that the project is exempt from the provisions of the California Environmental Quality Act pursuant to 14 CCR section 15301(c) as the proposed project(s) consists of the operation, repair, maintenance, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that previously existing, including but not limited to existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities. A Notice of Exemption was filed on this basis on May 20, 2025, and the proposed action is within the scope of that Notice of Exemption.
