Consider recommendations regarding the adoption of a Resolution opposing Proposition 45 on the November 3, 2026 General Election Ballot, as follows: a) Adopt a Resolution in opposition to Proposition 45, concerning environmental review for certain projects, on the November 3, 2026 General Election ballot; and b) Determine that the above action is an organizational or administrative activities of government that will not result in direct or indirect physical changes in the environment and are not a project under the California Environmental Quality Act (CEQA) pursuant to section 15378(b)(5) of the CEQA Guidelines.
