Consider recommendations regarding Approval of Fiscal Year 2026-2027 Countywide Library System Agreement, as follows: a) Approve and authorize the Chair of the Board of Supervisors to execute a one-year Agreement for Operation of a Countywide Library System by and between the County and the Cities of Carpinteria, Santa Barbara, Goleta, Lompoc and Santa Maria for the period of July 1, 2026, through June 30, 2027, in the total amount not to exceed $4,803,585.00; and b) Determine that the above recommended actions are not the approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(5), finding that the action involves government organizational or administrative activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
