HEARING - Consider recommendations regarding abandoned, derelict, and wrecked vessels off-shore and on County beaches, as follows: (EST. TIME: 20 MINS.) a) Direct the County Executive Officer’s (CEO’s) office staff to review existing County Code provisions, enforcement authority, and available legal remedies related to abandoned, derelict, grounded, or wrecked vessels off-shore and on County beaches; b) Direct CEO’s office staff to return to the Board with options to address abandoned, derelict, grounded, or wrecked vessels, including potential amendments to the County Code, enforcement procedures, cost-recovery mechanisms, interagency agreements, and other policy or operational recommendations; and c) Determine that the above actions are organizational or administrative activities of government that will not result in direct or indirect physical changes in the environment and are therefore not a project under the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(5) of the CEQA Guidelines.
