Consider recommendations regarding the Laguna County Sanitation District Pond Lining Project Award, Fourth and Fifth Districts, as follows: Acting as the Board of Directors, Laguna County Sanitation District: a) Approve the plans and specifications for the Laguna County Sanitation District Pond Lining Project, Project No. PRJ-000995, on file in the Laguna County Sanitation District office; b) Award the construction contract in the base amount of $1,693,000.00 to Garrett Thiessen Construction Inc., the lowest responsible bidder, subject to the provision of documents and certifications required under California law and the project specifications; c) Authorize the Public Works Director or designee to approve change orders for a contingency amount up to $85,000.00, for a total not to exceed contract authorization of $1,778,000.00; d) Approve and authorize the Chair to execute the Construction Contract with Garrett Thiessen Construction Inc.; and e) Determine that the action is categorically exempt under the California Environmental Quality Act (CEQA) pursuant to Section 15301(b) (Existing Facilities) and Section 15302(c) (Replacement or Reconstruction) of the State CEQA Guidelines and approve the posting of a Notice of Exemption on that basis.
