Consider recommendations regarding a Memorandum of Understanding (MOU) between the Behavioral Wellness Department (BWell) and the Social Services Department (DSS) for Eligibility Worker Services provided to Behavioral Wellness Members, as follows: a) Receive and file the interdepartmental MOU between BWell and DSS for the provision of the equivalent of one full-time dedicated Eligibility Worker to provide Behavioral Wellness members quick access to support in obtaining or sustaining Medi-Cal benefits, for an estimated revenue to DSS of $173,465.00 per year, beginning Fiscal Year 2026-2027; and b) Determine that the above-recommended action is not a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines section 15378(b)(4) and (b)(5), finding that the action is a governmental funding mechanism and/or administrative or fiscal activity that will not result in direct or indirect physical changes in the environment.
