Consider recommendations regarding Challenge Award Submissions for California State Association of Counties (CSAC), as follows: a) Authorize the County Executive Officer or designee to submit the County’s entries into the CSAC 2026 Challenge Awards competition; and b) Find that the proposed action is not a project under the California Environmental Quality Act (CEQA) pursuant to Sections 15378(b)(4) and 15378(b)(5) of the CEQA Guidelines, because it is a government fiscal, organizational or administrative activity that will not result in direct or indirect physical changes in the environment.
