Consider recommendations regarding the Los Olivos Community Services District request for a no-interest loan from Santa Barbara County Water Agency, Third District, as follows: (4/5 Vote Required) Acting as the Board of Directors, Water Agency: a) Approve and authorize the Chair to execute a no-interest loan of $750,000.00 to the Los Olivos Community Services District to complete a 90% engineering design and environmental review of sewage collection and conveyance to the City of Solvang; b) Approve Budget Revision Request No. 1658 to increase appropriations of $750,000.00 in the Public Works Water Agency Fund for Other Charges, funded by a release of Restricted Purpose of Fund Balance; and c) Determine that these actions are not subject to California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15378(b)(4), as it is a government fiscal activity, and 15306 as information collection which does not result in serious or major disturbance to an environmental resource, and CEQA Guidelines Section 15262, which states a project involving only feasibility or planning studies for possible future actions is exempt.
