Consider recommendations regarding authorization to execute and submit Community Project Funding (CPF) Grant Agreement No. B-23-CP-CA-0098 to the U.S. Department of Housing and Urban Development for the Orcutt Library, Fourth District, as follows: (4/5 Vote Required) a) Authorize the County Executive Officer to execute and submit CPF Grant Agreement No. B-23-CP-CA-0098 to the U.S. Department of Housing and Urban Development in the amount of $2 million to complete the acquisition of 5 Oasis-owned parcels previously approved by the Board, and to fund preconstruction, design-related expenses, and with the concurrence of County Counsel and Auditor; b) Approve Budget Revision Request No. 1670 appropriating the CPF Grant in the amount of $2 million; and c) After considering the Final Environmental Impact Report (EIR) (State Clearinghouse No. (SCH) 2017041065, (19EIR-00000-00003)), as modified by EIR Revision Letter dated November 23, 2021, and the Addendum to the Final EIR adopted by the Board on June 23, 2026, find that no subsequent environmental review is required for this action because there are no substantial changes proposed in the project, no substantial changes in the circumstances under which the project will be undertaken, and no new information of substantial importance that would require major revisions to the certified EIR, pursuant to California Environmental Quality Act Guidelines Section 15162.
